My experience may be outdated and irrelevant but having lived in Nordrhein-Westfalen from July 1977 - July 1978, my recollection is of a more secular society that would not have fallen for this ploy. Then again, it often happens that when an individual believes death is imminent (or in this instance is manipulated to believe death is imminent), he turns to God regardless of prior atheism.
